On June 13, 2019, the draft law No. 729516-7 “On Amendments to the Code of Administrative Offenses of the Russian Federation” (hereinafter referred to as the “Bill”) was sent to the State Duma of the Russian Federation.
The Duma members propose to tighten the responsibility for offenses in the field of personal data processing. In particular, the document provides for administrative penalties for the operator’s failure to ensure the recording, systematization, accumulation, storage, rectification, and retrieval (localization) of Russian citizens’ personal data when using databases located in Russia. The fines can be up to RUB 6 mn, and up to RUB 18 mn for repeated violations for legal entities.
Increase of the penalties for other violations in the field of personal data and information security is also envisaged.
It is planned that the State Duma will include this Bill in the program and will consider it at the first review in July, 2019.
