Universal Health Insurance in Armenia: A Major Step Towards a Healthier Society
Armenia is introducing the Universal Health Insurance System, a landmark reform aimed at protecting public health, improving life quality and ensuring equal access to healthcare services for everyone.
Implementation begins on 1 January 2026, through a phased approach.
Who will be included in the first phase (2026)
The initial phase will cover Armenian citizens and residents, including:
- Children under 18
- Citizens aged 65+
- People with disabilities
- Family members of fallen servicemen
- Members of socially vulnerable families
- Young people without parental care
- Employees earning AMD 200,001 (gross)+ per month
- Individual entrepreneurs and notaries with AMD 2,400,001 (gross)+ annual income
Insurance package cost
The insurance package is the same for everyone:
- AMD 129,600 per year
- AMD 10,800 per month
Who receives insurance for free
In 2026, the state will fully cover insurance contributions for socially vulnerable groups, including children, elderly citizens, people with disabilities, low-income families, and individuals with special status.
Individual entrepreneurs
Individual entrepreneurs with AMD 2,400,001+ turnover will be mandatorily included and pay the insurance contribution in one installment for 12 months.
Healthcare access
Medical services can be received at both public and private healthcare institutions.
Important reminders
- Failure to pay the insurance contribution will result in suspension of the package
- Once enrolled, coverage remains valid for 12 months, even if employment is lost during that period
