Belarus: Prolongation of Parallel Imports
The import and putting into circulation of goods without the consent of the right holders has been prolonged until 31.12.2026
It should be reminded that under conditions of parallel imports, goods included in the lists of goods (groups of goods) essential for the domestic market may be imported into Belarus without the consent of right holders from foreign states [1].
Proposals for inclusion of goods in the list are prepared by authorised state bodies, executive committees, and also by interested parties. The lists are approved by the Commission on Industrial Policy [2].
The current list of goods permitted for parallel import consists of 34 clauses and includes groups of goods aggregated by the EAEU HS codes.
The following are the key ones [3]:
- alcohol-containing products
- oil and petroleum products
- ferrous metal products, copper, aluminium pipes
- lubricants, brake fluids
- substances for the production of foundry moulds or casting rods
- electrical machinery and various equipment
- means of land transport
- asbestos fibre, glass
- tools, products of non-precious metals
- printing ink
- plastic, rubber and rubber products
- leather goods
- wood products, paper, cardboard
- clothing garments, accessories, textiles
- hygienic products.
