New Procedures for Importing Goods from the EAEU into Russia

From 1 June 2026, the import of goods into Russia from EAEU countries will be carried out via SPOT (National System for Confirming the Waiting of Goods).

Under Resolution No. 641 of the Government of the Russian Federation dd. 29 May 2026, importers are exempt from paying the SPOT security deposit for the period from 01.06.2026 to 30.06.2026.

For goods imported into Russia from the Republic of Belarus via the Russian-Belarusian section of the state border of the Russian Federation, provided that the supplier of the goods is an organisation or an individual entrepreneur from the Republic of Belarus, the exemption from the security deposit under SPOT remains in force until 01.11.2026.

A security deposit must be paid for each filed DOPP, if the supply of goods is subject to import VAT and excise duty.

The following are exempt from paying the security deposit:

  • applicants who are major taxpayers
  • applicants subject to tax monitoring
  • applicants included in the register of authorised economic operators
  • applicants residents in a free/special economic zone when importing goods into its territory
  • goods imported duty-free in accordance with the provisions of the EAEU Treaty and/or Russian tax legislation;
  • goods in transit between EAEU member states via Russian territory.
