New obligations regarding employee health examinations

The Ministry of Labor and Social Protection and the Ministry of Healthcare of Russia issued an order to amend the list of harmful and / or dangerous production factors and works (Appendix No. 1 to Order No. 302н of April 12, 2011 of the Ministry of Health and Social Development of the Russian Federation). 

The document obliges employers from May 24, 2020 to send employees for medical examination only if the electromagnetic field level of the broadband frequency spectrum (5 Hz – 2 kHz, 2 kHz – 400 kHz) at their work places exceeds the maximum permissible level.

Formally, all employees who spent more than 50% of their time working on computers were subject to medical checks. At the same time, the implementation of the law in practice has created controversies on the necessity of making such medical checks depending on the level of harmful and dangerous production factors at the workplace.

The level of the electromagnetic field can be determined during a special assessment of working conditions.
