Foreign citizens must pass medical tests within 30 days after arrival to Russia
Foreign nationals who have arrived in the Russian Federation regardless of the purpose (study, work, etc.), are required to undergo a mandatory medical examination every year.
Without intermediaries and in electronic form
The medical examination will only take place in specially authorized clinics. Contacting intermediaries or using other medical institutions is not allowed.
Medical assessments will be issued in e-form and within a day transferred to a special register of the Unified State Health Information System (EGIZS), to which the Ministry of Internal Affairs and Russian Federal State Agency for Health and Consumer Rights (Rospotrebnadzor) will have access. At the request of a foreign national, a medical assessment can be issued on paper.
What has changed for highly qualified specialists (HQS) with work permits?
HQS employees are not required to retake medical tests every year during the validity period of the work permit, which is three years.
However, when renewing a work permit, the time limit for taking the tests is reduced to 30 days from the date of the decision to renew the work permit or from the date of entry into the Russian Federation.
Do the new changes apply to foreign nationals with a residence permit?
The new rules do not apply to foreign nationals with a residence permit. Such nationals have permanent resident status, whereas the law applies to foreign nationals staying in the country on a temporary basis.
Liability
Administrative liability has been established for foreigners who refuse or evade medical examinations - a fine ranging from RUB 25,000 to RUB 50,000, with the possibility of expulsion from the Russian Federation.
