HQS in Russia: Sharp Increase in Minimum Salary Requirement Approved

On July 8, 2026, the draft law on the legal status of foreign citizens in Russia, introducing significant changes to migration legislation, was adopted in the third reading.

One of the key changes for employers hiring foreign nationals is the increase in the minimum salary thresholds for Highly Qualified Specialists (HQS).

Effective March 1, 2027, the monthly salary of most Highly Qualified Specialists (HQS) must be at least RUB 717,000.
