New rules of formation of identification numbers for foreign citizens of the Republic of Kazakhstan

Amendments have been made to the legislative acts of the Republic of Kazakhstan on the issues of formation of identification numbers for foreign citizens.

On the basis of the Law of the Republic of Kazakhstan dd. 23 December 2023 No. 50-VIII "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the issues of the State Corporation "Government for Citizens", International Technological Park "Astana Hub" and dactyloscopic registration" (hereinafter - the "Law"), the formation of an individual identification number (“IIN”) for foreigners and stateless persons is carried out on condition of their actual personal presence in the state an only upon personal application to the state authorities for identification purposes. The Law becomes effective from 24 February 2024.

As a reminder, previously foreign citizens could receive IIN through a representative with a power of attorney and a copy of a foreign passport.
