On February 5, 2021, the Verkhovna Rada of Ukraine adopted Law 1217-IX “On amendments to certain legislative acts of Ukraine regarding recording the employee’s labour activity in electronic form”, which provides for the transition from paper to electronic labour books (hereinafter – the “Law”). The Law will enter into force on June 10, 2021.
The Law stipulates that labour activity will now be recorded in the State Register of Compulsory State Social Insurance, which already contains information about 13 million employees. Its filling with data from paper labour books will be carried out during the transition period which is planned for 5 years.
Data entry will be done by both the employer and directly by the insured person (employee), as well as via the Pension Fund’s web portal of electronic services by uploading to this resource scans of employment documents, certified by the employee’s digital signature.
After the transition period, the original paper labour book will be handed over to the employee. If the employee wishes to continue keeping it, the employer will be obliged, on request, to keep records of employment, transfer and dismissal in the paper labour book in parallel with the electronic one.
