To provide medical documents on medical examination: When to submit medical documents?
Within 30 days from the entry date to the RF.
We advise to plan your medical examination in advance; the deadline for obtaining medical documents is no more than 5 working days.
Documents required for medical examination:
  • Passport
  • Notarized translation of the passport into Russian (transliteration must match the data in the visa and work permit);
  • Migration card;
  • Tear-off coupon on the notification of migration registration.
All specified documents must be in the original with uncertified copies provided.

Where to undergo a medical examination?
The list of medical organizations in the territory of each corresponding subject of the RF is established by the highest executive body of state power of the RF subject. In Moscow, the list of medical organizations is established by Decree No 1517-PP of the Moscow Government of 28.09.2021.
According to our information, the migration authority (Sakharovo migration center) only accept medical certificates issued by the medical organization located there: The State Budgetary Institution, Moscow Scientific and Practical Center for Dermatovenerology and Cosmetology of Moscow Healthcare Department (mosderm.ru).. We advise checking the information about the receiving medical centers in advance when planning your medical examination.
Where to submit the results of my medical examination?
To the territorial body of the federal executive authority in the field of internal affairs. Moscow and Moscow region - Sakharovo Migration Centre (address: Varshavskoe shosse, 64-y km, housing estate 1, Moscow region, 142161).
Documents required to submit the results:
  • Passport;
  • Work permit;
  • Original medical documents with copies;
  • Application for a work permit - 2 copies.
The original medical documents can be submitted, but we recommend submitting copies and keep the originals for verification. Original medical documents can serve as an additional guarantee that the procedure has been completed.

Which documents remain with the inspector?
Copies of medical documents and application for a work permit - 1 copy.

Is it necessary to repeat the medical examination and provide medical documents?
Medical examination frequency directly depends on the period of validity of the medical document (currently, 3 months). The period for resubmission of medical documents is 30 days from the expiry date of the previous medical document (i.e., 3 months + 30 days).
We are awaiting further clarification from the state authorities regarding the practical application. Government officials plan to extend the validity of medical documents from 3 months to 1 year.
What should I do if I cannot undergo a medical examination within 30 days of entering Russia?
According to the migration authorities, the deadline for medical examination is renewed in case of departure from Russia before the expiry of 30 days, and is counted from the date of the next entry into Russia.

To be fingerprinted and photographed  When is it necessary to undergo fingerprinting and photography?
Does this procedure need to be repeated?
Within 30 days from the date of entry into the RF. You only need to be fingerprinted and photographed once.
For the time being, it is recommended to undergo fingerprinting and a photograph after a medical examination. You may only undergo fingerprinting and photography if you have medical documents.
Where can I get fingerprinted and photographed?
Formally, the legislation allows this procedure to take place at a foreigner’s place of residence or stay.
In practice, fingerprinting and photographing is currently possible only at the migration center (Sakharovo).

Case Recommendation SCHNEIDER GROUP comments:
I have a work permit. I came to Russia after December 29, 2021 for a period not exceeding 30 days. Within 30 days of entering the RF, a medical examination (with subsequent submission of the results), fingerprinting and photographing are required.
I have undergone a medical examination and received medical documents. Will I have to undergo a medical examination again each time I cross the RF border? According to the law, a second medical examination is required after the expiry of the medical documents. The deadline for submitting the next valid medical document is 30 days from the expiry date of the previous one (i.e. after 3 months). As there is no precise clarification on the controversial issue of medical examination for each entry into the RF, we advise to take the most conservative position for the time being. Consequently, a medical examination may be required for each entry into the RF regardless of the length of the actual stay (even for less than 30 days). Nevertheless, we still assume that at the beginning of 2022, this requirement will not apply in this way if the foreigner stays in the RF for less than 30 days each time he/she enters the country.
I have undergone a medical examination, but I do not have time to submit medical documents to the state authority. The law requires not only to undergo it, but also to submit medical documents within 30 days of entry. Based on the oral communication with the migration authority, we advise to write a free-form application stating the good reason for missing the deadline. Currently, in our opinion, it is possible to leave Russia for a renewal period (before the 30-day deadline from the previous entry has expired) and to submit the documents on the next entry.
When taking a medical examination, I got the positive test COVID-19. What should I do? According to the information from the Main Migration Service Directorate of the Russian Ministry of Internal Affairs, the foreigner must be quarantined until full recovery. The procedure has not been regulated. It is not yet known exactly what documents need to be submitted to a state authority to avoid the revocation of a work permit.
I am a HQS and came to Russia with accompanying family members. How are they covered by the new requirements? Children under 6 years of age are exempt from all these procedures. The other family members must undergo the procedures within 30 days from the date of entry into Russia. It has now been clarified that family members are allowed to undergo medical examination at 6 branches of The State Budgetary Institution, Moscow Scientific and Practical Center for Dermatovenerology and Cosmetology of Moscow Healthcare Department (mosderm.ru), including the one in Sakharovo.
Can I take the medical examination and submit the documents through a third party? Do my accompanying family members have to apply in person? Legislation stipulates that medical documents must only be submitted by a foreigner in person. Representatives of the authorities allow for the possibility for foreigners to submit the family member's medical documents himself/herself. The question of allowing documents to be submitted through a representative has not yet been resolved and is subject to further discussion.
