In St. Petersburg, restrictions and prohibitions under the high alert mode are extended until May 31, 2020

On May 09, 2020, the Governor of St. Petersburg signed a resolution on amending the resolution of the Government of St. Petersburg No. 121 “On measures to counteract the spread of the new coronavirus infection (COVID-19) in St. Petersburg” dated March 13, 2020.

In accordance with the document, all previously introduced prohibitions and restrictions are extended until May 31.

From May 12, residents of St. Petersburg will be required to use personal protective equipment for respiratory organs and hands in public places. These include hygienic protective equipment, such as medical masks, respirators and textile products that can replace them in providing individual respiratory protection, as well as gloves.

It is recommended for employers to ensure the continuation of the remote mode of work for employees who have previously been transferred to the remote mode of work

However, due to the end of non-working days on May 11, introduced by Decrees of the President of the Russian Federation, organizations (including construction organizations and industrial enterprises) that are not subject to restrictions and prohibitions established by Resolution No. 121 may resume their work starting from May 12.

In doing so, they must ensure compliance with the following requirements:

• to ensure by May 18 (or before the start of activity) the adoption of local acts approving the Company Activity Safety Standards. It must be approved in accordance with the exemplary form developed by the Committee for Industrial Policy, Innovations and Trade of Saint Petersburg  in conjunction with the Office of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing.

• to inform the Committee for Industrial Policy, Innovations and Trade of Saint Petersburg about the continuation (resumption) of business activity. Instructions for submitting a notice can be found at https://cipit.gov.spb.ru/meri-podderzhki-ekonomiki/;

• to ensure compliance with the Company Activity Safety Standards and recommendations of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing. These include observing the distance of at least 1.5 meters between employees as well as between employees and visitors. Both employees and visitors should use personal protective equipment for respiratory organs and hands, unless the employee’s workplace is located in a separate room without the presence of other persons.
