Belarusian Government introduces obligatory measures for prevention of coronavirus disease (COVID-19)

The Council of Ministers of the Republic of Belarus adopted the Regulation № 171 «On measures for prevention of transfer and spread of infection, caused by coronavirus COVID-19» on March 25, 2020.

This Regulation sets forth that:

  • Private persons arriving to Belarus from the countries with registered cases of COVID-19 (the list of such countries is available on the following link):
    • must stay at home within 14 calendar days from the date of arrival in the Republic of Belarus;
    • may not subsequently pass the state border of Belarus until the expiry of such period of self-isolation;
    • should fill in the questionnaire issued by the state boarder services under the statutory established form which is subsequently submitted by these services to the officials of the Ministry of Healthcare of Belarus.
    • Drivers performing transit motor trucking through the territory of Belarus, including from the territory of Russia to the EU Member States and Ukraine, between two checkpoints should pass only along the statutory established highways;
  • Transit drivers must leave the territory of Belarus by the shortest route no later than the day following the day of entry into its territory, except for the certain cases.

Self-isolation rule does not apply to:

  • employees of diplomatic missions, consular offices of foreign states in the Republic of Belarus and accredited simultaneously in other countries, of international organizations and their representative offices located on the territory of the Republic of Belarus, as well as their family members;
  • heads and members of official delegations;
  • truck drivers during international carriage;
  • members of air crews, inland water transport vessels, train crews, locomotive crews of international railway traffic;
  • foreigners who return in transit to their place of residence through the territory of  Belarus.

The Regulation came into force on March 27, 2020.
